Profile city bureaucracy workers by what tasks they do, as titles are not consistent from one city to another nor are job descriptions and better understand the ways departments and municipalities collaborate, share data, and communicate.

When I talk about this project to people who don't geek out about interagency communication, I see their eyes kinda glaze over.
But here's the thing…
After years or working in the medical enterprise space, I was astounded to learn that while US regulatory bodies and literal Acts of Congress have imposed demands on medical communication – like specifying data transition formats that are permitted, and even setting product usability threshold requirements – Uncle Sam has mostly turned a blind eye to the US Governments own data storing, protection, and consistency in formatting regulation.
This means municipality's ability to share information or even collaborate on the most basic things (which they are legally obligated to do!) is hobbled. Even agencies within the same counties and cities struggle to communicate and share data well.
This impacts public works, inspections, police investigations, and records keepers and planners at all levels. It impacts the experience they can deliver to their cities' residents.
